Construction nears for more than $15M redevelopment of Morgan Square in Spartanburg, South Carolina

SPARTANBURG, S.C. —

Spartanburg city officials said construction on a proposed multimillion-dollar redevelopment of Morgan Square in downtown could be a few months away.

City Manager Chris Story updated City Council this week regarding the more than $15 million project that, he said, aims to make the area more friendly to pedestrians and host a wide variety of events.

"We're trying to get to the point where we have one of the best main streets in the South," Story said. "We've got the ingredients coming together for that, and Morgan Square will be the hub of that."

The proposed redevelopment could include additional terraces, dedicated areas for outdoor dining and an event pavilion, as well as more green space. However, Story also said a final tweak could be included.

"We think it makes sense to connect it a little bit further westward to incorporate the block immediately to the west of it, and that'll add some cost," Story said.

The project comes as construction moves forward on Fifth Third Park, the Hub City Spartanburgers Minor League Baseball team's stadium, as well as the joint city-county complex and planetarium.

Throughout the past few decades, Morgan Square has seen a variety of iterations. Its current layout, with one street blocked off to car traffic, was established during the COVID-19 pandemic after rules governing outdoor dining went into effect.

Jarvis Steele, who recently moved to Spartanburg, said he is on board with the redevelopment.

"One of the reasons why we picked this area, me and my fiance, is because of how much opportunity to get out and be in the community there was, so any more opportunity to do that, I'm super excited about," he said.

Story called Morgan Square the heart of the city's downtown as it prepares for another iteration in its history.

"It's just evolving to reflect the needs and character of downtown at the given moment," Story said about the square. "That's what it should do as, as a sort of living room area for the heart of the city."

Story said construction is expected to begin either in late spring or early summer, depending on a final authorization from City Council.

Construction is expected to take around 10 months to complete.

SPARTANBURG, S.C. (WSPA) – Officials with the City of Spartanburg said they are hoping to make homeownership a possibility, no matter one’s income, as new developments happen in the area.

Brian Hurry, a real estate agent at Coldwell Banker in Spartanburg, said that over the years he’s seen an increase in the amount people moving to the area.

“We are seeing people relocate from many different states,” said Hurry. “Some come for a job, some really come here by choice because they like the prices, location, and weather.”

The City partnered with CommunityWorks to roll out a new Home Buyer Assistance Program. City leaders said it will give more people the opportunity to get in on the market.

“This particular homebuyer program is basically beefing up programs that we have done in the past to assist folks who qualify for our first time homebuyer program with down payment assistance,” George said.

The city is working to give households that are at or below 80% of the area median income up to $20,000 dollars to help with the down payment and closing costs. Katy Davenport, Chief Strategic Officer for CommunityWorks explained how the program works.

“This program is based on the number that will be residing in the house. If you’re in a household of one or more, and then there is a percentage or dollar amount associated with the 80% maker. A household of four in Spartanburg at 80% or below couldn’t make more than $60,150. At closing, we wire the funds for those homebuyers to help them with that $20,00 dollars of down payment closing costs.”

Hurry said that money can go a long way in helping first time homebuyers.

“It’s doing exactly what they are trying to do, which is to show people that the American Dream and your ability to buy a home is still a possibility. There are ways for you to become a homeowner, there are many programs that help people become a homebuyer, this is one of them,” added Hurry. “Every program is going to have some guidelines, regulations on how you use the money but that is a significant amount of money to help you become a homeowner.”

City leaders said they hope the program will also go a long way in increasing the amount of homeowners in the city.

“As our city is growing, we need new homes and new homebuyers basically at all income points. We have a lot of interest in moving to the area and while that is happening and we have some folks moving who may be higher income, we don’t want folks who have been in our city for a long time who maybe don’t make a very high income to be completely shut out of the homeownership possibility,” George said.

CommunityWorks said potential buyers must be pre-approved and have identified a property they would like to buy.

The City of Spartanburg said they are using funding from the American Rescue Plan Act. We’re told around $3 million was set aside from city council for affordable housing efforts.

The School District of Pickens County (SDPC) will open on a two-hour delay on Monday, January 13, 2025, due to the continued danger of ice on shaded areas and on secondary roads. The two-hour delay gives additional time for ice to melt off the roads and will improve visibility for drivers.

Disappointment or delight greeted Friday's anticipated first snowfall since 2022, which saw the Upstate experience less than many expected as residents prepared for up to three inches of snow and sleet in the area.

According to the National Weather Service at GSP Airport (NWSGSP), their Thursday afternoon weather warning forecast around one to three inches of precipitation in the area and for ice to accumulate to two-tenths of an inch. As of Saturday morning, the NWSGSP's snowfall accumulation totals saw the Upstate experience closer to one to two inches of snow and less than a quarter inch of freezing rain.

Although snow and sleet are no longer in the forecast, frigid temperatures and black ice remains are sure to still exist throughout the weekend, making the weather and roads a priority to monitor through Monday, January 12, as there have been more than 100 accidents in the Upstate due to the road conditions, according to South Carolina State troopers.

Weather report for Saturday, January 11

According to Jake Wimberley, meteorologist at the National Weather Service, Saturday, January 11, will experience highs near 40 degrees across Greenville County and see a fair amount of ice melting as the sun comes out, as it is expected to be mostly sunny all day with breezes.

At nightfall, Wimberley expects temperatures to drop to the high-teens and low-20s, as any areas where the roads remain wet at sunset, there may be a possibility of roads re-freezing. He advises drivers to look out for black ice through Sunday morning.

Weather report for Sunday, January 12

On Sunday, January 12, National Weather Service experts anticipate temperatures to be high, around 40 degrees, and sunny across Greenville County, as a few more clouds may be overhead compared to Saturday. There is still no further expectation of precipitation to come to the area.

On Sunday evening, experts forecast temperatures to remain in the lower-to-mid 20s.

Meteorologist Jake Wimberley expects the Greenville area to see temperatures in the high-to-mid 40s with no precipitation and a few clouds in the sky from Sunday's forecast.
